In 2008, the NYC Emergency Management, in partnership with the Department of Design and Construction, Rockefeller Foundation, and Architecture for Humanity, posed a question: What if New York City were to be hit by a class 2 hurricane? (this was 4 years prior to hurricane Sandy) — the "What If New York City" Design Competition for Post-Disaster Provisional Housing — challenged participants to propose innovative designs for temporary urban housing for use after a disaster.
